Where ACACC Releases Go

The Adams County Adult Correctional Complex, commonly shortened to ACACC, holds people before case disposition, people serving county sentences, and people held on warrants or supervision violations. It also receives people brought to Gettysburg for court. A closed ACACC custody episode therefore has several possible endings. Bond, dismissal, time served, or a county-parole order may place a person in the community. A state sentence may move the person into Pennsylvania Department of Corrections custody. A court transport may end with return to the sending prison. A detainer can send the person to another authority.

The destination matters more than the bare word “release.” ACACC’s commitment-and-discharge entry or movement record can distinguish community release from transfer. The related Pennsylvania court docket may show the order that authorized bond, sentence, parole, or another action. If the receiving agency is PA DOC, BOP, ICE, or another county, its record should begin after the ACACC entry ends. That sequence is the sound way to establish whether custody truly ended.

Confirm an ACACC Release

No official ACACC public roster, historical release search, rolling release list, or jail mobile app was identified in the county’s official web inventory as of the research date. A name missing online cannot settle the question. Adams County release confirmation instead requires a short chain that starts with the facility and court record, then follows any transfer to the system that received the person.

1. Call ACACC at 717-334-7671. Ask whether the person remains in county custody and whether the last movement was a community release or a transfer.
2. Search the UJS docket by participant and Adams County. Review bail, disposition, sentence, commitment credit, parole, revocation, and recent order entries.
3. Check PA SAVIN through VINELink for a custody signal. Treat an alert as a prompt to verify, since “release” may include movement to another custodian.
4. When the docket shows a state sentence, use the PA DOC Inmate/Parolee Locator. A state institution location means the person did not enter the community.
5. Request the ACACC commitment/discharge and release transaction when documentary proof is needed.

A date of birth, docket number, booking number, or agency identifier helps prevent two different people from being combined.

ACACC Release Records Contact

Direct custody and routing questions to the facility. ACACC’s handbook assigns sentence information, release data, detainer recognition, dispositions, and Parole Board coordination to its Records Department. That makes a focused request for an existing transaction more useful than asking staff to write a new account of what occurred.

For a document request, use the Adams County Right-to-Know form and policy and submit the completed county form to openrecords@adamscountypa.gov. Name the person, the approximate custody dates, and any known booking or docket number. Ask for the commitment-and-discharge entry, booking and release date and time, release or disposition code, code definition, transfer or destination field, receiving agency, and booking photograph. Request the reasonably segregable remainder if exempt details must be redacted.

Pennsylvania’s county records schedule classifies county-prison commitment and discharge record books as permanent. Permanent retention does not make every field public. It does mean the underlying Adams County discharge entry may survive even though ACACC offers no public rolling list. The records officer determines what exists and what can lawfully be released.

ACACC Custody and Release Types

ACACC is a county adult correctional institution operated by the County of Adams. The official county page names Katy L. Hileman as warden and describes a mission that includes secure incarceration, pretrial supervision, programming, and community reentry. Those roles produce different records. A pretrial detainee may leave on bond while the case stays open. A county-sentenced person may complete the term or receive county parole. Someone awaiting transfer may leave ACACC and remain incarcerated elsewhere.

The county’s 2024 budget reported a 2023 year-to-date average daily population of 208.44, compared with 198.66 in 2022. It also described 285 beds in the main building and 164 in the Re-Entry facility. These figures show local operating scale. They are not annual release totals, and they should not be used to estimate how many people leave ACACC in a day, month, or year.

ACACC Work Release Status

The ACACC Work Release Program is run by Community Supervision Specialists and the Captain of Community Corrections and Re-Entry Services. Approved participants may leave for authorized activity while serving the confinement part of a sentence. Their presence in the community during approved hours does not establish final discharge. Program paperwork, reporting duties, and ACACC control continue.

The application page asks for submission at least two weeks before the report date. That is an application timing rule, not a release promise. September 2024 county minutes also described Transitions to Success in the former Work Release building, with assessment, planning, and provider coordination beginning roughly eight to ten weeks before release. Reentry planning can occur while custody remains active.

ACACC Detainers Change Release

A detainer is a request or legal basis for another authority to take custody. The ACACC handbook directs sentence and detainer questions to the Records Coordinator. Even after bond is satisfied or an Adams County term ends, another hold may prevent community release. The release record should therefore include the destination or receiving agency when that field exists and is disclosable.

If immigration facts are present, an ICE detainer may request notice and up to 48 additional hours for the Department of Homeland Security to assume custody. Research found no official Adams County policy or ICE detention contract, so no routine local practice should be inferred. ACACC Release History Context

The modern Adams County Adult Correctional Complex marked twenty operational years in 2023, according to the county budget. Adams County’s correctional history is much older. The Sheriff’s official history recounts that people were released from the former jail as the Battle of Gettysburg began and shows the old High Street jail. That episode is local history, not authority for any current ACACC release rule.

The anniversary and old-jail account describe two different facilities and eras. A record from the modern complex must be read under current Adams County procedures, not through the former jail’s wartime story.

ACACC Six-Month Release Rule

The ACACC handbook says a person released from the complex within the prior six months is ordinarily disapproved from visiting a person inside. Written reconsideration may be submitted to the warden. A person currently under adult probation or parole supervision is also ordinarily disapproved.

This is a visitation rule, not a public release-search tool. It shows that ACACC recognizes a recent-release relationship for an internal operational purpose even though the facility publishes no recent-release feed. The handbook process should not be treated as a way to obtain another person’s custody history.

Property After an ACACC Release

ACACC’s handbook gives released people a short property deadline. The facility stores one set of street clothes for court or final discharge. A person in custody may also authorize outside pickup with an Inmate Property Release Form. After release, unclaimed personal property is kept for only five days before it may be disposed of or donated. A newly released person or authorized helper should contact ACACC promptly rather than assume items will be held for weeks.

Account work can outlast physical custody. When no debt remains, staff prepare a balance check and direct the released person to speak with Accounting in the lobby. When debt remains, an invoice may be issued during business hours or mailed after an after-hours release. These handbook directions do not prove a standard release hour or gate.
