Adams County Released Mugshot Records
A mugshot is the photograph made during booking for identification. It stays tied to the intake record even after a person leaves the Adams County Adult Correctional Complex. Yet the image alone says nothing about how the case ended. A person can be released on bail, acquitted, have charges dismissed, complete a sentence, enter parole, or transfer to another institution. The photo cannot settle those questions.
Pennsylvania's Right-to-Know Law generally presumes state and local agency records public unless an exemption, another law, privilege, or court order applies. The Pennsylvania Office of Open Records has advised that a local-agency inmate photograph is presumptively public unless the agency proves an applicable exception. Disclosure is still record-specific. Personal identifiers, juvenile or confidential material, investigative records, security concerns, and court orders can affect what is released.
An ACACC booking photo should be read beside the release or movement record and the court docket. The photo establishes intake and identification. The release entry can show when county custody ended and whether the event was a community release or transfer. The docket can show bail, disposition, sentence, and later access restrictions.
Find Adams County Released Mugshots
No official public ACACC roster, recent-release photo feed, or sheriff jail app was identified in the Adams County source sweep. That absence matters. A current-inmate page from another Adams County or a private gallery should not be substituted. The official channels below answer different questions and do not all carry the ACACC intake image.

A person's absence from a public source is not proof that no image exists. ACACC may retain the booking record even though it publishes no online gallery. Likewise, a PA DOC image can appear only if state custody or supervision applies. Match the image source to the agency that actually photographed or now supervises the person.
Note: A released Adams County inmate usually will not appear in a live custody tool, and a historical image does not restore current custody status.
Request Adams County Booking Photos
The most direct route to an ACACC image is a focused request through the Adams County Right-to-Know page. Completed county forms may be sent to openrecords@adamscountypa.gov. Ask for an existing photo rather than asking staff to create a gallery, report, or new narrative.
- Identify one person. Provide the full name, aliases, approximate booking dates, and date of birth, booking number, or docket number when lawfully known.
- Name the record. Request the existing intake or booking photograph associated with the specified ACACC custody period.
- Add custody fields if needed. Ask for the commitment-and-discharge entry, release date and time, release code with its definition, and public transfer destination.
- Request electronic delivery. This avoids ordinary per-page duplication charges when the image can be sent electronically.
- Ask for segregable records. If part is exempt, request redaction of that part and release of the remainder.
- Track the response. An open-records officer ordinarily responds in writing within five business days; a timely Section 902 notice may extend the response, generally up to 30 calendar days.

This is the county administrative route for ACACC records. Court documents follow the Clerk and UJS access process rather than the county form.
Under the current Office of Open Records fee schedule, black-and-white copies may cost up to $0.25 per page for the first 1,000 pages and up to $0.20 after that; color may cost up to $0.50 per page. Electronic delivery and redaction carry no added duplication fee. Postage is actual cost, and certification may have a reasonable charge. An electronic photo request may avoid paper-copy expense, but access is not guaranteed.
Adams County State Offender Photos
The PA DOC Inmate/Parolee Locator may show a photograph for a person incarcerated in a state institution or listed as a Department Supervised Individual. Compare the DOC or parole number, date of birth, committing county, location, and status. A name match by itself is too weak.
This is not an Adams County jail mugshot archive. The DOC image may have been made for state identification after transfer, and it may differ from the earlier ACACC booking photograph. An SCI location points to continuing state custody. A supervised-person record can support community supervision, but the displayed photo does not prove the release date. Use the locator's status and Release Date fields with the Board or DOC record.
The Pennsylvania State Police Megan's Law registry is even narrower. It publishes photographs only for people with a qualifying statutory registration duty. Presence there does not mean the person is currently in jail. Absence says nothing about ordinary release, and the registry must never be treated as a full list of Adams County released inmates.
No Adams County Mugshot App
Adams County does have a Clerk of Courts mobile app. It supports criminal court searches, calendars and alerts, and it connects users to PA SAVIN. It is not a Sheriff or ACACC recent-release stream. No official jail app with release entries or mugshots was identified as of the research date.
This distinction prevents a common error. A court app can help locate a docket number, charge, bail event, or disposition that narrows a booking-photo request. It cannot be described as displaying a county jail booking image unless the official app says it does. PA SAVIN also reports custody events and notices, not an authenticated ACACC photo archive.

Adams County Mugshots in News
A local news item or an official agency announcement may include a booking image. The dated report can help identify the arresting agency and custody period. It cannot establish current custody or release by itself. An old arrest story may remain online long after dismissal, acquittal, sentence completion, transfer, or a later access order.
Commercial mugshot publishers and people-finder categories are less reliable. Their records may be copied, stale, mismatched, or detached from the case result. No commercial URLs are linked or endorsed. Payment-based removal claims also should not be treated as legal advice or proof that an official record has changed.
Use the original government source where one exists. If only a news image remains, verify the person's present status through ACACC, the court docket, PA DOC, or the relevant custodian. Keep the photo's date and source distinct from the later release record.
Note: A dated arrest image can confirm publication at that time, but it does not show a present Adams County custody or supervision status.
Adams County Mugshots After Clean Slate
Pennsylvania distinguishes expungement from limited public access. Expungement under 18 Pa.C.S. ยง 9122 can apply to defined categories. Petition-based limited access and automatic Clean Slate access operate under Sections 9122.1 and 9122.2, subject to waiting periods, conditions, and exclusions. Limited access is not the same as destroying every record.
The UJS explains that sealed, expunged, and limited-access or Clean Slate cases do not appear in public Case Search. An independently held image may still exist while the public docket returns no result. County administrative retention also follows a separate schedule. That mismatch is a reason to use care and seek the controlling order, not a reason to republish the photo.
No enacted Pennsylvania law was found that creates a general anti-pay-to-remove rule for mugshot websites. A bill or proposal is not current law. Booking-photo access instead turns on the Right-to-Know Law, CHRIA, exemptions, and court orders. An official source may remove or restrict an image only under its own lawful process; a private publisher controls its own copy subject to applicable law.
Verify Adams County Mugshot Identity
Before treating a photo as the correct Adams County record, match more than a face or name. Compare the booking period, date of birth when lawfully displayed, docket number, arresting agency, and facility. Confirm whether the source means Adams County, Pennsylvania. Several other states have counties with the same name, and their jail pages are unrelated.
Next separate image history from custody history. The ACACC release or transfer entry answers when county custody ended. The UJS docket supplies judicial context. PA DOC answers state custody or supervision after a transfer. A mugshot cannot replace any of those records.
